What the Law on Animal Health says about treating pets
The Law on Animal Health sets duties for animal keepers. An animal showing signs of disease must be diagnosed, isolated, cared for and treated promptly. Keepers of ornamental animals must care for, feed, vaccinate and treat them fully and promptly.
The law also sets compulsory disease prevention for animals against dangerous infectious diseases.
Động vật phải được phòng bệnh bắt buộc đối với bệnh truyền nhiễm nguy hiểm theo yêu cầu của cơ quan quản lý chuyên ngành thú y.
Animals must receive compulsory disease prevention against dangerous infectious diseases as required by the specialised veterinary management agency.
Law on Animal Health 79/2015/QH13, Điều 15 khoản 4
The Minister of Agriculture and Environment prescribes the compulsory disease-prevention measures. The ministerial measures for dogs and cats are covered in the rabies section below.
What the law requires of a clinic
The law defines veterinary practice as follows. Vaccinating, treating and operating on animals, and advising on veterinary matters, are one type. Examining, diagnosing and testing animals for disease is another.
An individual practising veterinary medicine must hold a veterinary practice certificate matching the type of practice. A practice organisation must employ a qualified individual and have facilities suited to the type of practice. A veterinary practice certificate is valid for 5 years. The provincial People’s Committee chairperson issues, reissues and extends it.
A facility that operates on animals must have enough space, technical facilities, equipment, instruments and chemicals. A facility that tests or diagnoses animal disease must keep animals in a separate holding area. Veterinary drugs must be used according to the manufacturer’s instructions or a prescription from a veterinary practitioner or the veterinary authority.
None of the three clinics publishes its certificate details on its Maps listing, so this page does not state their licence status.
Moving a pet out of Khanh Hoa
The Minister issues the list of animals that must be quarantined.
Animals on that list moved out of a province need a quarantine certificate from the veterinary authority at the place of departure. Animals on that list that have not had compulsory disease prevention under Article 15 clause 4 must be quarantined once at the place of departure before leaving the province. Whether dogs and cats are on the list is not checked here.
Rabies vaccination: what the Ministry guidance says
The Ministry’s consolidated circular on land-animal disease prevention lists rabies as the dangerous infectious disease for dogs and cats among the diseases that require compulsory vaccination. The rabies guidance names dogs and cats as the animals that must be vaccinated.
The main campaign runs every year in March to April. A monthly supplementary round covers new dogs and cats, and animals whose protection has run out. The dose and method follow the vaccine maker’s instructions.
In an outbreak
If rabies breaks out, all healthy dogs and cats in the outbreak commune and the communes next to it receive emergency vaccination. In that round the person giving the vaccine must be a veterinary worker or someone trained in rabies vaccination.
Certificate
The local veterinary authority carries out and supervises the vaccination. It issues a rabies vaccination certificate to the owner of a vaccinated dog or cat.
In the 7 days before a round and while it runs, the commune People’s Committee announces the places and dates daily through local media. The target is at least 70% of the dogs and cats the veterinary authority has marked for vaccination. Keep that certificate for any later move or flight. A clinic’s own price and vaccine brand are not published on Maps, so ask by phone.
The same guidance sets duties for dog and cat owners. An owner must register a dog with the commune People’s Committee in towns and crowded areas. In a public place a dog must be muzzled or held on a lead, and walked by a person.
If a dog or cat bites or scratches someone, the owner must compensate the injured person under the law. The owner pays all costs when a roaming dog is seized, including keeping and destroying it.
Taking a pet out of Khanh Hoa
The quarantine circular lists dogs and cats among the livestock subject to quarantine. Its list of animals exempt from the out-of-province rule names animals for security and defence in an emergency, honey bees and certain egg and handicraft products. It does not name pets, so ask the provincial veterinary authority before you travel.
Steps and timing
Before moving an animal out of a province, the owner sends one registration file to the provincial veterinary agency. Within 1 working day it checks the file and, if it is complete, tells the owner the time and place of quarantine.
For an animal from a disease-safe, monitored or vaccinated-and-immune establishment, the certificate follows within 1 working day of quarantine. Otherwise it follows within 5 working days, once the test is negative.
The Khanh Hoa Livestock Production and Animal Health Sub-Department’s website gives its address as 15 Nhi Ha Street, Nha Trang Ward. That page does not say it handles pet files, so confirm by phone first.
Flying within Vietnam

Vietnam Airlines carries dogs and cats aged 10 weeks or older in the cabin, not pet birds. A cabin pet must be healthy and fully vaccinated. The container may not exceed 35cm x 30cm x 20cm, and pet plus container may not exceed 6kg.
As checked baggage it carries dogs, cats aged 10 weeks or older and ornamental birds. Pet and cage together may not exceed 32kg, or the pet must go as cargo.
Vietjet’s pet-in-cabin service covers dogs and cats on domestic flights, in all classes except Business. Each cage may weigh at most 7kg including the pet, with 1 pet per cage and 1 pet per passenger. The charge is VND 4,000,000 per cage, excluding VAT.
Vietjet requires pets to be at least 10 weeks old and bars pregnant pets. The cage sits on the floor in front of the passenger’s seat, not on a seat or in the overhead compartment. Airline rules are the airline’s own policy, not quarantine law.
