One fee, two documents
Open the fee schedule attached to the circular and two different documents land on one number. A multiple-entry visa valid over 5 to 10 years costs US$165. A temporary residence card in the same 5-to-10-year band costs US$165 too.

Circular 28/2026/TT-BTC, Biểu phí Mục II
The circular behind every number
Circular 28/2026/TT-BTC was signed in Hanoi on 27 March 2026. It took effect on 1 April 2026. It replaces Circular 25/2021/TT-BTC, which ceased to have effect on the same date. It also repeals Circular 62/2023/TT-BTC, which had amended the 2021 circular.
A guide that still quotes fees from either old circular describes a schedule that no longer applies. The Ministry of Public Security’s own procedure page still lists Circular 25/2021/TT-BTC as its legal basis.

The Gazette record shows the circular’s cover and legal bases. The fee table sits further into the document. The table below sums up the main rows of its Section II.

| Temporary-stay extension | US$10 | extension |

| Multiple-entry visa, over 5 to 10 years | US$165 | visa |

| Temporary residence card, over 5 to 10 years | US$165 | card |
| Transfer of a valid visa, card or stay to a new passport | US$5 | transfer |

Visas and e-visas
A single-entry visa of any validity costs US$25. A multiple-entry visa costs more as the validity grows, from US$50 for up to 90 days to US$165 for over 5 to 10 years. A child under 14 pays US$25 whatever the validity.
The e-visa has its own fee, paid online. The portal states US$25 for a single entry and US$50 for multiple entries, paid through its e-payment gateway. The e-visa is valid up to 90 days.
The Ministry of Public Security’s e-visa procedure page lists the same two amounts. That page still cites the superseded Circular 25/2021/TT-BTC. For steps and gates, see the e-visa guide.

Extending a stay: US$10 per extension
A temporary-stay extension costs US$10 per extension. The national procedure page states the same figure. The statutory processing time is up to 5 working days from a complete application.
Your sponsor files the request, not you. A Vietnamese individual sponsor must be your grandparent, parent, spouse, child or sibling, with papers proving the relationship. For the full steps, see how to extend your visa in Nha Trang.

Temporary residence card fees
A temporary residence card costs US$145 for up to 2 years, US$155 for over 2 to 5 years and US$165 for over 5 to 10 years. Which symbols qualify for a card is in Vietnam visa types.
The Khanh Hoa police service list includes issuing temporary residence cards to foreigners in Vietnam at provincial police. The card has its own forms and steps, covered in the temporary residence card guide.

Other fees, currency, refunds and re-issue
Transferring a still-valid visa, card or temporary-stay period to a new passport costs US$5. The same fee applies when the old loose-leaf visa has no space left for stamps. A new or re-issued visa exemption certificate costs US$10. A permanent residence card costs US$100.
Two rules cover the whole foreigners’ section of the schedule. The fee already paid is not refunded if you do not qualify or you refuse the result. A visa, card or other document that is lost, damaged or expired is re-issued at the new-issue rate.
The circular collects fees from foreigners in dong or US dollars. Every figure above is set in USD. An amount set in USD can be paid in USD, or in dong at the rate set under Decree 362/2025/NĐ-CP. The circular does not say which currency a given counter takes.

Reading the fees together
Each line is a separate government fee, charged per procedure. An e-visa for a first entry costs US$25 for one entry or US$50 for multiple entries. Extending later costs US$10 each time. A card is a different document with its own price.

The two e-visa amounts are the official ones, set by the portal. The e-visa portal’s addresses are evisa.gov.vn and thithucdientu.gov.vn. Unofficial pages may charge unauthorised fees.
Fee and time at a glance
Each procedure has its own processing time next to its fee.

| Procedure | Government fee | Processing time |
|---|---|---|
| Declare temporary residence online | None | 24 hours, seven days a week |
| E-visa | US$25 single entry, US$50 multiple entry | No more than 3 working days |
| Temporary-stay extension | US$10 | Up to 5 working days |
| Temporary residence card | US$145 to US$165 | 5 working days |
The declaration of where you sleep is filed by the accommodation, not by you. The sponsor’s visa request is a separate step, and the immigration authority has 5 working days to review it.
What common cases cost

| Case | Fees that apply |
|---|---|
| Adult on a single-entry e-visa who later extends | US$25 for the e-visa, then US$10 per extension |
| Child under 14 applying for a visa | US$25, whatever the validity |
| Worker with a 2-year card | US$145 |
| Investor on a DT1 card for up to 10 years | US$165 |
| New passport, visa still valid | US$5 for the transfer |
| Lost or damaged card | The same as a new issuance |
| Visa-exemption certificate for overseas Vietnamese and relatives | US$10, new or re-issued |
Circular 28/2026/TT-BTC applies to a foreigner who asks a Vietnamese state authority in Vietnam for a visa. A fee set in dollars may be paid in dong at the converted rate.
Four mistakes with fees come up again and again:
- Quoting Circular 25/2021/TT-BTC, which ceased to have effect on 1 April 2026.
- Trusting the legal basis printed on the Ministry’s own procedure page, which still lists the old circular.
- Paying on a look-alike e-visa site, since unofficial pages may charge unauthorised fees.
- Expecting a refund after a refusal, when the fee already paid is not refunded.
Where to file and pay in Nha Trang
The Khanh Hoa police service list names the Immigration Management Division as the body that carries out its immigration procedures. It includes issuing visas and extending temporary stay.
The division’s notice of 27 June 2025 gives its address as 47 Ly Tu Trong, Loc Tho, Nha Trang. Loc Tho is one of the old wards merged into Nha Trang Ward.
For an extension, applications are received Monday to Saturday morning, except Tet and public holidays. Results are returned Monday to Friday. You can file in person during office hours on working days.

Not confirmed: Whether the Nha Trang counter takes dollars, dong or both, and the dong amount on the day: ask your sponsor or the office before you go. The immigration office address comes from a notice of 27 June 2025: check it before you go.

Which circular sets these fees, and does it replace an older one?

The fee charged is the same as for a new issuance.
