Landlord Electricity Price in Nha Trang: Tiers, Cap and Fines

Household electricity is billed on six rising tiers, from VND 1,984 to VND 3,460 per kWh before VAT. A landlord who charges a tenant more than the regulated price is fined VND 20,000,000-30,000,000 and refunds the excess. In Nha Trang, ask PC Khanh Hoa at 11 Ly Thanh Ton.

The six-tier household tariff

For household customers who are not in the competitive electricity market, the law applies a rising tiered household retail price. The higher your monthly use, the more each extra kWh costs.

Monthly use Price per kWh, before VAT
Tier 1: 0-50 kWh VND 1,984
Tier 2: 51-100 kWh VND 2,050
Tier 3: 101-200 kWh VND 2,380
Tier 4: 201-300 kWh VND 2,998
Tier 5: 301-400 kWh VND 3,350
Tier 6: 401 kWh and up VND 3,460

The prices in the schedule do not include value-added tax. Decision 1279/QĐ-BCT was issued on 9 May 2025 and took effect on 10 May 2025.

Who signs the electricity contract

At each rental address, the electricity seller signs only one electricity purchase contract. The landlord is responsible for giving the seller the residence information of the tenant at that address.

PC Khanh Hoa describes the usual picture in boarding houses and rental homes. The landlord is typically the one named on the contract and collects money from each tenant based on the units used.

Holding the contract does not give the landlord the right to set the price. PC Khanh Hoa says it is not the same as being free to decide the price charged to the tenant.

If you rent as a family

Where the tenant is a household, the landlord signs the electricity contract directly or authorises the tenant household to sign it, with a commitment to pay. Each tenant household is counted as one quota.

If you rent as a student or worker

Where the tenant is a student or worker and not a family, the earlier rule splits by lease length. With a lease of 12 months or more and registered temporary or permanent residence, the landlord signs the contract directly. A representative of the tenants may sign it instead, with a commitment that the landlord’s bill will be paid.

With a lease under 12 months and occupants not fully declared by the landlord, the 101-200 kWh price applies to all metered use. That is the same price on every kWh the meter shows.

The registered residence is read from the residence information at the place of use. Registering your stay therefore matters for your bill as well as for the police, so read temporary residence registration in Nha Trang.

If the contract is in your own name

The rules name two routes for a tenant to hold the contract. For a family, the landlord authorises the tenant household to sign, with a commitment to pay. For students and workers, a representative of the tenants may sign, with a commitment on the landlord’s bill.

Where the tenant does not sign directly with the seller, the landlord is the buyer and you pay the landlord. That is the case the cap below is written for.

How many households the meter counts

At one place of use, each household gets one quota per month. The household price applies to a household that uses electricity for living needs and has its contract directly with the seller.

Page of the Ministry circular with the article on household electricity prices, its first two clauses on one quota per household and on meters shared by several households.

Where several households share one meter, the shared quota equals each tier’s quota multiplied by the number of households on that meter. That number is counted from residence information at the place of use.

Where the landlord declares every occupant, the seller grants the quota from the residence information. Every 4 people count as one household.

  • 1 person is 1/4 of a quota.
  • 2 people are 1/2 of a quota.
  • 3 people are 3/4 of a quota.
  • 4 people are one full quota.

When the number of tenants changes, the landlord must tell the seller so that the quota can be adjusted. PC Khanh Hoa says the same: a landlord needs to tell the power company when households, tenants or the purpose of use change.

Worker housing and dormitories

For staff and worker housing of an enterprise and for student dormitories, a separate clause applies. Where the occupants can be declared, every 4 people, counted by residence information, are one household.

Where the occupants cannot be declared, the 101 - 200 kWh price applies to the whole metered consumption. That circular calls this band tier 2, while the earlier rule above calls the same band tier 3.

Which version applies today

Circular 60/2025/TT-BCT took effect on 2 December 2025. Clauses 3 and 4 of Article 12 and point c of clause 5 start later. They take effect from the next adjustment of the average retail price after the 2025 Prime Minister decision took effect.

Circular 60/2025/TT-BCT ends the validity of the earlier circular on electricity prices from its own effective date, except for its Article 20 transitional provisions. Until that date, Article 20 keeps the earlier tenant rule in force. The sections above that quote 4-person households and the 101-200 kWh price for short leases come from that earlier rule.

No source confirms which date has passed. Ask PC Khanh Hoa which version it applies at your address before you argue a bill with your landlord.

Common situations in Nha Trang

The rules read differently for each way of renting. These are the usual cases, each resting on the clause that names it.

A couple renting a flat for a year

Where the landlord declares the occupants, 2 people count as 1/2 of a quota. A lease of 12 months or more with registered residence lets the landlord sign the contract directly, or a representative of the tenants sign it.

Three friends on a short lease

For a lease under 12 months, the landlord’s declaration decides the price. If all three are declared, 3 people count as 3/4 of a quota. If the landlord does not declare every occupant, the 101-200 kWh price applies to all metered use.

A family renting a house

The landlord signs the contract directly or authorises the tenant household to sign it. Each tenant household is counted as one quota.

A room in a house with one meter

Where several households share one meter, the shared quota is each tier’s quota multiplied by the number of households. If you do not contract with the seller yourself, the total your landlord collects must not exceed the monthly bill.

Staff housing or a dormitory

A separate clause covers enterprise staff housing and student dormitories. With declared occupants, every 4 people count as one household. With undeclared occupants, the 101 - 200 kWh price applies to all metered use.

The cap tied to the retail bill

Under Circular 60/2025/TT-BCT, a student or worker who does not contract directly with the seller pays a total that is capped. The total the landlord collects must not exceed the monthly electricity bill issued by the retail seller.

thì tổng tiền điện chủ nhà cho thuê thu của người thuê nhà không được vượt quá tiền điện trong hoá đơn tiền điện hằng tháng do đơn vị bán lẻ điện phát hành

The total electricity money the landlord collects from the tenant must not exceed the amount on the monthly electricity bill issued by the retail seller.

Circular 60/2025/TT-BCT, Điều 12 khoản 5 điểm c

This is the number to test. Add up what you and the other tenants pay and compare it with the single bill for the address. If the total is higher, ask your landlord to show the bill.

Point c belongs to the group of provisions that start later. The seller may also ask the buyer for residence information at the place of use to count the people when it calculates the bill.

How to check your bill

  1. Ask your landlord who holds the contract and whether the occupants are declared.
  2. Write down the meter reading when you move in. PC Khanh Hoa recommends that tenants check the meter reading and the amount payable.
  3. Take the kWh for the month and split it by tier, using the table at the top of this guide.
  4. Add VAT to the sum, or compare your bill with the sum before VAT, because the schedule excludes VAT.
  5. Compare the figure with what you were charged. PC Khanh Hoa urges landlords to show the meter reading and the amount payable openly.

In a month of 200 kWh, the first 50 kWh are billed at the tier 1 price and the next 50 kWh at the tier 2 price. The remaining 100 kWh are billed at the tier 3 price, which covers 101-200 kWh.

In a month of 300 kWh, the last 100 kWh fall in tier 4, the 201-300 kWh band.

Check the purpose and the dates

The price must follow the purpose of use, and the buyer is responsible for declaring that purpose correctly. If a wrong-purpose price caused a loss, the seller refunds or recovers the difference within 15 days of the two sides agreeing.

If the start of the wrong price cannot be fixed, the period counted is 12 months back from the day it was found. When a new household supply starts, the contract party changes or the contract ends, use in each tier is adjusted by the actual days of the reading period.

If you move in or out mid-month, ask your landlord to read the meter on that day.

Wrong declarations cut both ways

If the buyer declares more households or people than the real number and gets a larger quota, the seller may demand compensation and a contract penalty. If the seller gives a lower quota than the regulation sets, the buyer may demand compensation and a contract penalty.

For you as a tenant, the practical point is to ask your landlord to declare the real number of occupants.

Ask for a review

The electricity buyer has the right to ask the seller to review the amount payable. If you are not the buyer under the contract, ask your landlord to file the request. Name the month, the meter reading and the amount you question.

The EVN CSKH app lets a user set a consumption alert threshold. The app sends a notice as soon as use passes the level set.

What happens if your landlord overcharges

Decree 133/2026/NĐ-CP was issued on 6 April 2026 and takes effect on 25 May 2026. It repealed many provisions of the earlier decree on penalties in the electricity sector.

Under Article 13 clause 7, a landlord who collects more than the regulated amount is fined VND 20,000,000-30,000,000. That is the fine level for an individual violator.

Who is fined

The VND 20,000,000-30,000,000 figure is the fine for an individual violator. The landlord clause is not on the decree’s list of articles written for organisations.

So a person who rents out a room is covered by the fine level above. PC Khanh Hoa says the contract holder does not become free to decide the price just by holding the contract.

The refund

As a remedial measure, the landlord must refund the tenant the excess amount collected, plus interest as agreed in the rental contract. PC Khanh Hoa adds that if the person to refund cannot be identified, the excess goes into the state budget.

What to do in Nha Trang

PC Khanh Hoa recommends that tenants follow their consumption and check the meter reading and the amount payable. A tenant who finds or suspects overcharging can report to the ward or commune People’s Committee, which examines and handles the case within its authority.

Build a small file before you go to the ward office:

  • A photo of the meter on the day you move in and on the day you leave, because PC Khanh Hoa recommends checking the meter reading.
  • Each month’s bill and the amount you paid the landlord, to test the amount payable and the cap.
  • Any message in which the landlord names the price per kWh, since charging above the regulated level is what the fine covers.
  • The rental contract, with the lease length and the declared occupants.

Bring the file to the ward office, which examines and handles the case within its authority.

Agree these points in writing before you sign. Each one rests on a rule above.

  • Who holds the electricity contract, because the seller signs one contract per address.
  • That the price you pay is the regulated household price, since charging above it is fined.
  • How many people are declared, and that the landlord tells the seller when the number changes.
  • That the landlord shows the meter reading and the amount payable.
  • That you receive a copy of the monthly bill, to test the cap on the total collected.
  • The interest rate on any refund, because the decree uses the interest agreed in the rental contract.
